Distillation Multipolar
Distillation and copying erase the frontier lead; ten-plus actors hold near-frontier capability.
The scenario
The frontier becomes a plateau of many actors within a year of each other, because training on the outputs of the best models is cheap and hard to stop. No single lab or country can pause; every safety decision becomes a collective-action problem. Coordination is harder, but no single point of failure can end the world either.
Preconditions
- API access to frontier models remains broad enough to distill
- Compute for near-frontier training is available to many actors
- No effective enforcement against distillation
Leading indicators
- Number of labs within one generation of the frontier
- API access restrictions in response to distillation
- Cost of a near-frontier training run
Tripwires
Observable thresholds. When one crosses, the scenario's status changes and the weekly re-run is brought forward.
Playbook
- Not preventable; the leverage is on building coordination mechanisms that work with many actors (like nuclear non-proliferation, not like a monopoly).
- Frontier actor count; distillation advisories.
individuals
- Expect capable models from many providers and countries; choose on trust and data handling, not just capability
organizations
- Diversify providers; avoid architecture lock-in to one lab
- Expect price collapse at the near-frontier and plan for it
governments
- Invest in multilateral evaluation standards rather than unilateral control
- Negotiate incident-sharing norms with rivals; you will need them
- If a multipolar race produces an incident, the response must be multilateral by construction; pre-negotiate the channels.
Probability history
Every change is logged with its reason and the signals that drove it. Moves are bounded per week; a jump beyond the bound is flagged as a shock.
Disagree with our range? Set yours. Estimates feed a community view that appears once enough people weigh in, and the weekly run reads the gap between our number and yours.
Seed estimate. A joint NSA/CISA/FBI advisory names six Chinese labs distilling US models at scale; Metaculus/FLI workshop gives 68% for more than ten frontier actors by 2030.
